The memo renders as a fixed-section board paper in serif, with the section skeleton the audience expects rather than whatever the model felt like producing.

Ambiguities come back as explicit [TO CONFIRM: …] markers instead of confident guesses. Declarative, no hedging, numbers over adjectives.
